The Blake family on the Isle of Wight has an interesting history. I know that descendants of Charles Blake of Abbots Ann lived on the Isle of Wight from the mid 1800s on but I am fairly confident that Jeremiah is not a descendant of Charles Blake of Abbots Ann.
Emma Blake daughter of Jeremiah Blake and Hannah Harris was baptized 15 Jun 1817 at Ryde, Isle of Wight (C06957-1 Family Search). Jeremiah Blake married Hannah Harris 23 May 1816 at Newchurch, Hampshire (I03940-5 Family Search),From Free BMD, marriage of Emma Blake and Henry Jennings September quarter 1839 at Isle of Wight Registration District. That accounts for all the individuals mentioned in Jeremiah's will that are related to him.
Jeremiah is on the 1841 census at Newchurch, Ryde, Isle of Wight, District 9 and with him is his wife Hannah (both are listed as 50 years of age). He is a shoemaker and living with them a daughter Martha 15 years of age (not mentioned in the will), and Sarah Dashwood a female Servant of 15 years. All were born in Hampshire.
Given Jeremiah's age he is perhaps the Jeremiah Blake baptized 10 Oct 1790 at Godshill near Newport Hampshire and the son of James Blake and Ann Strugnell who were married 11 Dec 1775 at St Marys Portsea. Godshill is on the Isle of Wight so a very interesting possibility with Jeremiah being an unusual forename.
Children baptized to James and Anne Blake at Godshill (near Newport), Isle of Wight:
Joseph Blake baptized 16 Mar 1777
Robert Blake baptized 6 Jun 1779
Elizabeth Blake baptized 2 Sep 1781
Ann Blake baptized 22 Jan 1783
Jane Blake baptized 25 Aug 1784
Sarah Blake baptized 17 Oct 1785
Richard Blake baptized 27 Mar 1788
Jeremiah Blake baptized 10 Oct 1790
Isaac Blake baptized 29 Apr 1792
Henry Blake baptized 2 Feb 1794
Jane Blake baptized 9 Oct 1796
Since James and Ann were married at St Marys Portsea I wonder if their children are the first in this family to be baptized on the Isle of Wight.
